Permission to Proceed for Activities and Programs

As we commence all our new congregational activities and programs for 2025, this comes as a reminder that all events must have a safety plan and risk assessment. Within the LCANZ, our planning and risk assessment process is known as “Permission to Proceed” (P2P).

Intentionally planning with an eye to safety (physical, online, emotional and spiritual) is how we demonstrate our duty of care where “Love Comes to Life” and also how we meet regulatory requirements of Work, Health, and Safety and Child Safe Standards.

If you haven’t been completing P2P to date, now is the perfect time to make a start. Templates and resources are available.

A safety plan and risk assessment need to be prepared for all ministries, not just those involving children. This doesn’t have to be over-the-top, but we do need to be intentional and systematic. All church councils are responsible for ensuring this is in place before programs and events take place.

Our worship services should be at the top of the list! Because of our familiarity with worship activity and venues, it is easy to overlook some potentially dangerous situations which might lead to harm. Additionally, some of our most vulnerable members and visitors gather for our worship services.

Mission Monthly: Building a Learning Culture

Earlier this month, approximately 60 participants from across LCANZ congregations joined together for another online collaboration and learning event titled: Cultivating Leadership for a Missional Future: Building a Learning Culture in Our Congregations. An initiative of the district mission directors, this time we drew on the gifts of Pastor Dan Mueller from Immanuel Buderim QLD.

Pastor Dan shared some extremely practical insights from his congregation, such as annual “Listening Circles” and the “Community Understanding Project,” which engage members across generations and strengthen ties with the broader community. A key takeaway was the importance of encouraging opportunities to prayerfully experiment, reflect and trust God to show us how to take ‘just the next step’ as we participate in his mission through our congregations.

Participants were also introduced to the devotional practice of Dwelling in the Word—a way to deeply engage with Scripture in community. This practice has been resonating with many as a tool for nurturing spiritual growth and discernment. For those interested, you can access a guide to this practice here: Dwelling in the Word

It’s that time of year!

No, I’m not referring to Grand Final weekend, or the sneezy season, or even the forthcoming General Convention of Synod!

Rather I’m reminding us all that it’s now time for Church Councils to conduct another self-assessment and draw up a new Child Safety Standards Action Plan.

Congregations are asked to have a strong culture of child safety, both in attitude and action, and to be continuously reviewing their practices, but every three years, they are to go through a formal process of self-assessment and planning.

What does this mean for each of us as congregational members? This will depend on your role within the congregation – you might have a specific task in this process, or you might be asked to share your thoughts about child safety in your congregation. Everyone in the congregation is responsible for the culture of child safety.

If you are a governance member (Church Council) now is the time to check the Child Safety Standards website Child Safety Standards – Lutheran Church of Australia (lca.org.au) and intentionally schedule the congregation’s response. You will be considering who might be asked to be the assessor(s) and when Church Council can meet to dedicate time to the process. Note that the finalised Child Safety Action Plans are to be submitted by 31/3 2025, so action needs to start now!

Since the first round in 2022, some improvements and adjustments have been made. These were communicated to all congregational chairpersons, and are also explained here.

It is expected that many congregations will have questions and require support as they work through the process. Please contact me as soon as possible so that I can assist you.

LYV Gala Night Review

The LYV held its inaugural Gala in August. Being the first time we have run this event, we were delighted with the success. The event was to raise awareness of what the LYV does and raise some funds to support youth ministry. Janelle who works at Light FM was our guest speaker. She spoke warmly about how LYV had a positive impact on her life and helped her grow. We also heard from Ross Smith, CEO LLL on the work they do and how they are able to assist youth ministry. We are grateful for all the support they give LYV.

Our different camps and events coordinators presented on what is happening in the LYV. The night was filled with great decorations, delicious food, great company and lots of fun. A raffle ensured that extra funds were raised and lots of prizes were on offer. Many commented how much they enjoyed catching up with old friends and reminiscing about fun times in the LYV. The Gala looks to be a permanent feature on the LYV calendar. We thank LLL for their continued support and also attending the Gala. The money raised will go to assisting campers who may be struggling financially to be able to attend camps.

Empower 2024

LYV Empower is our annual event to equip our leaders in their ministry to the youth. This year we met on Saturday 10 February at Wyndham Hobson’s Bay Lutheran Church, Tarneit, and also online. Our focus was on inclusiveness and difficult conversations – a topic chosen at the request of leaders who have had to deal with this over the last few years, and who needed information on how to respond in a Lutheran environment.

A quote that summed up our discussions came from a story in ‘The Lutheran’ from November 2016: “We would rather err on the side of helping hurting people than on hurting helpless people.”

During the morning sessions, we focused on ways leaders could handle difficult subjects through the lens of our Christian faith, if it comes up in large groups, small groups or in individual conversations. The main overall message was on love and care, not condemnation. Material we covered included LGBTQ+ terminology, suicide statistics, and ‘Homosexuality: what the LCA says’ (lca.org.au/homosexuality-lca-says/). We had other electives in the afternoon, including camp directing, being on a committee, and leading a simulation game.

But I don’t work with children!!

If you are involved in serving in a role in your congregation, you will have been asked to obtain a Working with Children Check (in Victoria) or a Working with Vulnerable People Check (in Tasmania).

You might not understand why this is so, especially if your role is not with children or young people, or those you recognise as being particularly vulnerable.

In the Lutheran Church, before a person is appointed to a role*, we want to ensure that they are suitable and so we will conduct some background screening. This includes obtaining referees and having an intentional conversation with the person to confirm that they understand the role and can manage it. We will provide some training to inform and equip the person for their role.

Obtaining a WWCC is another component of background screening. The WWCC while established primarily for use in services to children, can also be used more widely in most states and territories, and organisations are permitted, and encouraged to do this. WWCCs of some sorts are in place in all states and territories in Australia.

Thus, in the LCANZ, we use WWCC type checks as part of a range of practices which help us meet our duty of care to provide safe ministries.

So…. if you are in a role* in your congregation and don’t have a WWCC, please apply for one as soon as possible.

Extra notes for congregations:

* Within the LCANZ, the following persons must hold a current working with children type check:

  • pastor on the roll of pastors (including emeritus in active service)
  • Safe Church Coordinator, ministry leader (e.g. Sunday school superintendent)
  • chaplain/elder/pastoral assistant
  • person (paid or volunteer) who directly engages with children, young people, or vulnerable persons as part of their ministry/position.
  • employee and volunteer, where and as specified in their position description.
  • board member/council member/committee member/district or General Synod delegate.

While WWCCs/WWVPs have been in use for many years now and are a crucial part of our appointment process in the LCANZ, it is important to recognise they are not failsafe, and indeed, they are limited to only identifying known perpetrators. Over-reliance on WWCCs without other background screening mechanisms is a dangerous practice. Rather, the use of WWCCs needs to be coupled with other protective measures to maintain safety in our ministries.

There are very specific requirements around the correct administration of WWCCs which are not always understood or applied well by congregations.

  • each congregation must appoint a person to have oversight of WWCCs (usually the Safe Church Coordinator). This includes keeping accurate, up-to-date, and secure records, checking congregational compliance, issuing reminders where required, and providing regular updates to Church Council.
  • The organisational details of both the congregation and the Victoria-Tasmania District must be added to every WWCC.

Lutheran Welfare Trust News

2024 Applications Open

The Lutheran Welfare Trust was created to contribute towards the support or establishment of welfare projects primarily within the Lutheran Church. This Trust is endorsed as a Deductible Gift Recipient and as an Income Exempt Charitable Entity – this means donations can be tax deductible.

The Trust was established to provide relief to those who are in needy circumstances, which according to the Commissioner of Taxation definition, involves some degree of poverty. To the extent possible, the Trustees take a broad approach to this definition, although the Trustees must still be bound by the ATO description. Careful consideration should be given to this definition in the application for funds.

The Trust operates on a 1 July to 30 June financial year in accordance with the Tax Office rules, so applications are now open for the Financial Year Ending 30 June 2024.

The Trustees are seeking applications for funding welfare related projects, not for specific individual welfare cases. The amount available in any one year is dependent on prevailing interest rates and income returns. The application form is available by emailing Hilton Haeusler at: hilton.haeusler@gslps.vic.edu.au . Applications close on Friday 15 February 2024, and funds need to be spent by 30 June 2024.

New Trustees Sought

The current Trustees of the Lutheran Welfare Trust (LWT) are seeking new members to join the trustees. The Lutheran Welfare Trust was created to contribute towards the support or establishment of welfare projects primarily within the Vic/Tas District of the Lutheran Church. Over recent years the Trust has distributed funds to organizations within the Victorian District, for aged care and refugee support projects. The commitment to being a Trustee is not onerous with a couple of on-line meetings each year.

Lenten Appeal 2024

The Lenten Appeal runs each year, in which funds are collected (primarily) for those in need.

We as Church are very aware of the needs in our congregations and communities. It is a joy that the Lenten Appeal donations assist in enabling congregations to be a blessing to the wider community and those in need.

To refresh your memory: donations are invited to fund those who are affected by situations of poverty and/or need.  Support is to be general and open to all affected by the situation. (Due to tax implications, we cannot fund specific demographics of the community who are affected – e.g. funds can’t only be for congregational members or specific ethnic groups.)

Past examples include:

  • the unemployed, refugees
  • an emergency meal program in partnership with a local community assistance agency
  • weekly community meal for destitute and lonely people

We also collect funds for specific programs and Lay staff, however these funds are not tax deductible.

If your congregation would like to have something featured in the 2024 Lenten Appeal brochure, please let us know by 7th January 2024.

From your Professional Standards Officer, Denise

Last month SMO introduced the use of “two-factor authentication” (2FA) when persons login to the site. This was done to increase security and to protect the data of all users of the site. If you did not set up 2FA before 14 July, you will no longer be able to login to SMO.

This annual event is a great opportunity for your congregation to highlight the importance of keeping our children safe and for building our culture of child safety (indeed safety for all!)

It assists us to meet LCA Child Safety Standards (especially Standards 1, 2 and 3).

I encourage all congregations to engage in some way with this event, even those who are not currently blessed with children. In this way we can be ambassadors of child protection in our communities.

There is a wealth of resources available. The following are recommended:

    This free event is directed to primary aged children and their families and provides age-appropriate personal safety strategies.
    There are two sessions, 4-7 years and 8-12 years.  This year the focus is on consent.
    N.B. this session will be recorded and available for those not able to watch it live.
    Recordings of previous sessions (some important topics) are available, and the sessions are supported by downloadable children’s activities.
  • LCA- specific resources, especially the child-friendly “Safe at Church”, “Speak Up”, and Children’s Feedback items.

Lay District Hospital Chaplain

The District Hospital Chaplain provides pastoral and spiritual care to patients on behalf of the Lutheran Church of Australia, Victorian/Tasmanian District, and we are blessed to be served by Lisa Burgermeister. In this role, Lisa is specifically called to visit Lutheran patients in Melbourne healthcare facilities.

Lisa has been credentialled by the Lutheran Church of Australia, Victorian/Tasmanian District, in line with the Spiritual Health Association’s Spiritual Care Providers (Community Appointed) Credentialling Framework 2021.

Lisa is suitably qualified and trained, and carries out her role professionally. Last year she successfully completed two units of Clinical Pastoral Education at the Royal Melbourne Hospital, and she receives regular professional supervision for her ministry.

She is progressively becoming accredited for visits to various healthcare facilities, currently including:

  • Royal Melbourne
  • Epworth-Richmond
  • Cabrini-Malvern
  • St Vincent’s-Fiztroy

Having someone in this role enables us to provide pastoral care in places and at times that people most need it, which is valuable and appreciated.
