Professional Standards

Caring for one another requires a little effort from us. It's something we need to choose to do. It's love in action. It's what we are called to do as Christians.

The Professional Standards Department was established by the Lutheran Church of Australia (LCA) to assist all those who engage with our church to care for one another. There is a Professional Standards Officer in every district of the LCA, including the Victoria – Tasmania District. Denise Muschamp is the Professional Standards Officer in the district. Denise is located at District Office most Wednesdays.

In a nutshell, the Professional Standards Department:

  • coordinates training in a range of areas
  • is responsible for the management of complaints in a fair and transparent manner, in order to ensure compliance with the biblical principles of reconciliation and the principles of natural justice
  • develops further policies, procedures and other resources, which will be readily available online.

For information on workshops and training, visit the Professional Standards Training page.

For more information, visit the Professional Standards Frequently Asked Questions page.

For information about complaints, visit the LCA website.

ChildSafe

ChildSafe is a safety and risk management system, with a focus on keeping children and young people (and the teams of adults that work with them) safe in their programs and activities.

ChildSafe sets a standard of safety and care for the LCA. It is a requirement that everyone involved in ministry programs for children and young people under the age of 18 is trained in the system.

There are three levels to the ChildSafe system:

  • A team member is any adult who supervises a group of children or youth.
  • A team leader is appointed by the congregation to supervise a group of team members.
  • A coordinator is appointed by the congregation to oversee the safety and training of all teams within the congregation.

ChildSafe is part of a prevention process and also informs of the actions that will be taken by the LCA to support individuals and programs when things go wrong.

ChildSafe ensures that teams consider all safety possibilities when designing programs and also increases the awareness of all current and potential team members to their duty of care responsibilities. These responsibilities are grounded in our moral obligations, as children of God and also in government legislation, to ensure that all organisations working with children provide environments that are safe from danger and abuse.

ChildSafe training

To become a qualified ChildSafe team member, individuals must complete the full Professional Standards Workshop (PSW) and a Safeguarding Children – Child Protection (SCCP) webinar (or provide evidence of appropriate recognised prior learning in this area).

ChildSafe team member training is required to be refreshed every three years.

This can be done by completing the online refresher test or by completing the full Professional Standards Workshop and Safeguarding Children – Child Protection webinar.

The higher levels of ChildSafe, including team leader and coordinator, can be completed through online webinars.

To view the full details of this training, scheduled workshops and registrations, visit the Professional Standards Training page.

Hospital Chaplaincy

Lutheran Hospital Chaplaincy is generally offered on a regular basis to Lutheran patients in the inner-city hospitals of Melbourne, by the part time District Hospital Chaplain (position currently vacant).

Chaplaincy is offered to Lutheran patients, many coming to Melbourne for critical care from across Victoria and nearby states, some for a short-term stay, and others for a slow and complex return to health, where their lives may be forever changed. Patients and their families express appreciation for Lutheran pastoral care during their stay in hospital.

With the patient’s permission, you may contact the District Office to arrange a visit to Melbourne inner-suburbs hospitals.  Please note that, while the position is vacant, only emergency visits are possible.

When possible, Melbourne hospitals regularly covered are:

  • Alfred
  • Austin/Repat
  • Cabrini
  • Caritas Christi
  • Epworth Richmond; Epworth Freemasons
  • St Vincent's Private East Melbourne; St Vincent's Private Fitzroy
  • Mercy Heidelberg; Mercy Private
  • Peter MacCallum
  • Royal Children’s; Royal Melbourne; Royal Women’s
  • St Vincent’s; St Vincent’s Private

For pastoral care to patients in hospitals other than those listed above, please contact the District Office, who can direct you to the local pastor in the area.

District Hospital Chaplaincy is partly funded through donations to the District Lenten Appeal and by funds raised by the This n That Community Store.

Youth and Young Adult Ministry

Youth and young adult ministry in Victoria and Tasmania is working towards young people becoming ‘mature, attaining to the whole measure of the fullness of Christ' (Ephesians 4:13), especially in the context of an antagonistic culture.

These busy but critical times in the lives of many of our young people. We look forward to working with people and congregations to make sure that those who are moving or starting new endeavours are welcomed and encouraged in faith communities.

The Committee for Youth and Young Adult Ministry support this ministry along with many volunteer teams.

YYAM events and ministries include;

  • Empower Youth Ministry Training Day
  • Easter Camp for Young Adults 18 - 30 YoA
  • Christian Life Week (CLW) for Youth 12-18 YoA
  • Small Groups for Young Adults

You may also wish to find more about opportunities to lead and serve at these events.

Sunday Night at St John's (SNAS) is currently on hold.

Lutheran Youth of Victoria values safe and fun events and activities. Read the Behavioural Expectations PDF.

Please visit the Lutheran Youth of Victoria Leadership website for information on leadership opportunities and training.

African and Migrant Mission and Ministry

African and Migrant Mission and Ministry is a strong focus for the Victorian District of the Lutheran Church of Australia. We are blessed with the opportunity to share and support various African communities and the Lutheran congregations that they are a part of. The richness of the experiences of our African brothers and sisters in Christ is a tremendous blessing. This ministry is first and foremost relational and mutual. We learn from and are enriched by each other.

District African specific ministry involves:

  • providing a point of contact and referral for advice, assistance and support
  • being a support to congregations with African mission and ministry
  • building the capacity of the African Lutheran community through training and education programs
  • providing leadership and guidance
  • developing mentors
  • supporting African Family Support volunteers
  • developing outreach partnerships
  • identifying resources and funding opportunities
  • being a recipient and distributor of donations.

Bishop Lester's message

Welcome to the Victorian Tasmanian District of the Lutheran Church of Australia. Our District includes Congregations, Schools, Camps, Aged Care Centres and a Community Store. There are around 8,000 baptized members across Victoria and Tasmania, worshipping in a variety of congregational settings across 42 parishes.

Our members are from all walks of life, and each congregation has it's own identity. Yet we are still one under Christ, and our understanding that it is '..because of his great love for us, God, who is rich in mercy, made us alive with Christ even when we were dead in transgressions—it is by grace you have been saved. (Eph 2:4-5).'

The District Office staff support the congregations, schools, and other entities to carry out their mission and ministry. If you cannot find the information you are looking for on the website please call the office on 03 9236 1200.
