District and LCA Policies

The LCA policies and procedures are a way of supporting a common understanding of how we operate in relationship with one another and within the laws of Australia and Victoria. The policies and procedures of the LCA include the LCA Standards of Ethical Behaviour that apply to all members of the Lutheran Church of Australia and can be shared with all members - ideally annually.

Worship Planning

Commission on Worship

The Worship Planning Page is an initiative of the Commission on Worship to help lay people prepare and lead worship services in the Lutheran Church of Australia.

The website provides all the resources needed:

  • sermons (links to online sermons and sermons specifically edited for lay reading)
  • Bible readings from the lectionary (which links to an online Bible)
  • orders of service (in a variety of formats including ready-to-print and PowerPoint presentations)
  • prayers (collects and general prayers)
  • song/hymn suggestions
  • other information and suggestions for the particular theme of the day that may be useful (eg visual images).

The site is updated weekly with material for the coming Sunday. Readers can subscribe and receive a notification when a new post is published.

African and Migrant Mission and Ministry

African and Migrant Mission and Ministry is a strong focus for the Victorian District of the Lutheran Church of Australia. We are blessed with the opportunity to share and support various African communities and the Lutheran congregations that they are a part of. The richness of the experiences of our African brothers and sisters in Christ is a tremendous blessing. This ministry is first and foremost relational and mutual. We learn from and are enriched by each other.

District African specific ministry involves:

  • providing a point of contact and referral for advice, assistance and support
  • being a support to congregations with African mission and ministry
  • building the capacity of the African Lutheran community through training and education programs
  • providing leadership and guidance
  • developing mentors
  • supporting African Family Support volunteers
  • developing outreach partnerships
  • identifying resources and funding opportunities
  • being a recipient and distributor of donations.

Congregational Support

The district supports the mission and ministry of its congregations in a number of ways and provides services directly where these are beyond the ability of individual congregations.

Pastor Brett Kennett, District Pastor for Congregational Support, together with lay worker Erin Grainger, acts as a consultant to congregations, encourages and challenges them in their mission and ministry, and assists the district bishop in his oversight of congregations. Management of these and other ministries is given to the Council for Ministry Support and its committees.

Pastor Brett assists congregations in clarifying their mission and in remaining healthy and hospitable. Three key questions for congregations in clarifying their mission are:

  • Who are we? (identity)
  • What are we here for? (purpose)
  • Who is our neighbour? (context)

Pastor Brett is available to meet with pastors and congregations to reflect on their mission and ministry, and to clarify ways to implement their mission in their context into the future.

District Church Council meet with Regional Church Leaders at Geelong

On Saturday 28 June, leaders from a number of regional congregations met in Geelong to share with members of District Church Council (DCC), on the topics of: blessings experienced as a Parish/Congregation, opportunities to further God’s work, and any local/District concerns.

Eight leaders attended the day, coming from: Living Faith Greater Geelong (Geelong/Leopold/Grovedale/Freshwater Creek), North Geelong, Ballarat, and North West Melbourne Regional Ministry (Melton/Sunbury/ St Albans).  Apologies were received from Melbourne Southgate and Footscray.

Each group presented their thoughts and experiences either before or after lunch.  Lunch was kindly coordinated by Geelong Lutheran College, and provided by a family business connected with the college.

As is often the case, leaders of the congregations heard of aspects and experiences that were useful, uplifting, and/or shared in common with each other.

In the late afternoon, after the meeting, District Church Council members toured Geelong Lutheran College with previous principal, Jill Lange-Mohr OAM, then spent the night at Araluen Lutheran Camp in Anglesea.

On Sunday morning, 29th August, members of District Church Council attended worship throughout the area.

DCC thanks all leaders and volunteers for their time and efforts in ensuring an instructive and informative time together in Geelong.  At the end of August, DCC members will meet at St Paul’s in Shepparton, and they look forward to hearing from congregations in that area.

LYV – Church Crash!

If you’ve ever heard the term ‘to crash a party’ you may know it to mean to show up uninvited to an event. But the LYV like to do it a bit differently. We like to ‘crash’ churches – very politely and with prior notice!
Beginning late 2023, Lutheran Youth of Victoria began a new reoccurring event called Church Crash. Sunday Night at St Johns church (SNAS) had finished up and it left us with a new opportunity: to be able to go to different congregations around the state, rather than invite youth and young adults to SNAS, which meant their congregations no longer lost an important piece of their generational makeup.

Church Crash aims to strengthen connections of youth and young adults made at our other events (CLW, Easter Camp, Summer Camp, Empower) and provide an opportunity to worship together again. We believe that worshipping God and communing with other believers is a highly important part of our faith practice and vital in nurturing a strong faith in our youth. We also ultimately hope that by providing an opportunity to visit a church with others of a similar age, we can help someone find their home church.

Before a Church Crash is held, we get in contact with the church to make sure they are welcoming to the idea, and to give them a heads up on any promotional material that might come out before the crash.

Throughout 2024 we held 5 church crashes, occurring approximately every two months. We visited St Philips Tarneit after Empower, St Johns Ballarat as part of Easter Camp, St Pauls Box Hill, St Johns Geelong and St James Moorabbin. Often after the service we were warmly welcomed with a BBQ lunch generously provided by the congregations, and really enjoyable conversations with people we met. We also enjoyed being able to spend extra quality time together playing board games or going ten pin bowling after a service.

Discerning the Will of God for the Church

‘Do not conform to the pattern of this world but be transformed by the renewing of your mind. Then you will be able to test and approve what God’s will is—his good, pleasing and perfect will.’ Romans 12:2

In a year of synodical conventions (District and General) when we get to vote on matters pertinent to the church, it’s good to think about the way we make decisions in God’s church.

I recall a cartoon where one synod delegate says to another, “Our constitution clearly states that the will of God cannot be overturned without a two-thirds majority.” Of course, we know the will of God can never be overturned. The will of God is the will of God. The church’s job is to discern and receive it.

Churches like our own make a distinction between matters of extreme importance such as matters of theology or public teaching, which require a two-thirds majority to be enacted, and other matters which require a simple majority.

Patrick Kiefert and Wesley Granberg-Michaelson, in their book How Change Comes to Your Church make a distinction between voting based on Roberts Rules of Order which require a simple majority for a vote to be carried and what ‘should be the goal of decisions reached in church bodies – namely, how can God’s Spirit lead us to an outcome we hope is responsive to Gods intentions or God’s will?’ They encourage ‘nurturing a climate of discernment’ in the church, the ‘ability to comprehend matters in ways that go beyond natural practices… the seeking of a “common mind” within the body of Christ.’ They comment how ‘Romans 12:2 urges believers not to be conformed to the world but to be transformed and renewed so they may “discern what is the will of God, what is good, acceptable and perfect.”’ *

As LCANZ members we can be thankful that our forefathers had the spiritual wisdom to imbed this ‘climate of discernment’ into our church practices. Sources close to the formation of the current LCANZ practice outlined in our constitution have described how our process for discerning God’s will for the church deliberately follows the pattern from the Jerusalem council in Acts 15. There, the apostles and elders first gathered to consider a question in light of God’s word; it was then put to the whole assembly who listened to and affirmed the apostles’ judgement, then enacted the decision in the church.

A background paper prepared for the LCANZ Commission on Theology and Inter-church Relations (CTICR) in 2001 entitled Public Doctrine: The Duties of Pastors and People affirms this process for receiving the Lord’s teaching in the LCANZ. Matters should be first considered by the pastors (theologians) in light of God’s word. When consensus is reached, the matter is brought to a synod (assembly) of the people, who listen to the pastors’ judgement, test it, affirm it by vote, and then commission those who will enact it. The 2/3 majority is the number determined to be a sufficient consensus to be confident that we are hearing ‘what the Spirit says to the churches’ (Rev. 2:7).

To borrow the words of Kiefert and Granberg-Michaelson, the will of God is ‘nurtured, tested and affirmed in the context of community.’

Prayer: Lord in this year of synodical conventions, give the people of this church the wisdom and humility to hear ‘what the Spirit says to the churches.’ May your Spirit lead us to outcomes that are truly responsive to your intentions and your will. Amen.

District Church Council meet with Regional Church Leaders at Horsham

On Saturday 19th August, leaders from a number of regional congregations met in Horsham to share with members of District Church Council (DCC), on the topics of: blessings experienced as a Parish/Congregation, opportunities to further God’s work, and any local/District concerns.

Twenty-seven leaders attended the day, coming from: Horsham, Vectis/Natimuk/Goroke/Dimboola/Edenhope, Minyip/Warracknabeal, Rainbow/Hopetown/Pella, Jeparit/Nhill, and Murtoa.

Each group presented their thoughts and experiences before or after lunch.  Lunch was kindly coordinated and prepared by Janet Schwarz and members of the Horsham church catering group.

As is often the case, leaders of the congregations heard of aspects and experiences that were useful, uplifting, and/or shared in common with each other.

In the late afternoon, after the meeting, District Church Council members toured Holy Trinity Lutheran College with Principal James Phillips and Business Manager Dalton Burns.

On Sunday morning, 20th August, members of District Church Council attended worship throughout the area.

Post-worship at Horsham, District Administrator Stephen Mildred and Chair of DCC David Bergmann updated Horsham Church Council members on the latest Federal Government’s Aged Care changes – not least of which is some additional staffing requirements and the associated costs. The challenges are ongoing in the Aged Care sector, and this is the subject of a District project to ensure that sustainable Christian Aged Care continues in Horsham and Hamilton.

DCC thanks all leaders and volunteers for their time and efforts in ensuring an instructive and informative time together in Horsham.
